We should provide a means for NPO/Customer Services to impersonate users

A common and important troubleshooting device is to view the user's experience on the site as them. Right now there is an elaborate dance of password sets, troubleshooting, and password resets. The ability for GS representatives to use a "Log in as <user>" feature would be beneficial for our staff and the end user.

    We (i.e. Carson and Krystal) are evaluating to meet this need. This has the added benefit of maintaining user account security.
